Purpose of the event

The key innovative government project, the Unified National System for Monitoring Climatically Active Substances, was launched in Russia initiated by the President of Russia V. V. Putin. The first phase of the project will be carried out in 2022–2024. Key objectives of the project:

  • create and develop the Unified National System for Monitoring Climatically Active Substances, including the research, methodological and infrastructure framework;
  • provide information support of the decision-making process in the field of national climate policy with reliable and internationally recognized data.

Several dozen scientific organizations of the country are involved in the project. The project curators are the Ministry of Economic Development of Russia, the Ministry of Natural Resources of Russia, and the Ministry of Education and Science of Russia. The Federal Service for Hydrometeorology and Environmental Monitoring (Roshydromet) and the Russian Academy of Sciences are involved as well.

The research covers several fields:

  • Earth System: Modeling and Forecasting
  • Ocean: Monitoring and Adaptation
  • Land: Monitoring and Adaptation
  • Carbon in Ecosystems: Monitoring
  • Climate Economics
  • Anthropogenic Emissions: Inventory

The conference will consider the implementation of the project, as well as present relevant research results.

Participants:

  • representatives of the federal executive authorities involved;
  • research organizations.

The conference schedule includes 2 days:

On the first day, a plenary session will be held with reports from representatives of all parties involved, including the Ministry of Economic Development of Russia, the Ministry of Natural Resources of Russia, the Ministry of Education and Science of Russia, the Russian Academy of Sciences, and the scientific consortia formed within the framework of the key innovative government project.

On the second day, 2 themed sessions will be held: (1) Monitoring and forecasting climate change: causes and consequences; (2) Functioning of the Russian economy in the context of the global climate agenda and its adaptation to climate change

Organizing committee and selection of reports

The selection of reports for the plenary session and sections will be carried out by the Organizing Committee, consisting of the leaders of the consortia of the key innovative government project, The Unified National System for Monitoring Climatically Active Substances:
