Abstract: Registered geodatabases of routes for the fire-hazardous seasons of 2008–2010 (April-October) in the Siberian Federal District of Russia are the product of the use of an experimental forest-fire route model to design the shortest routes of ground movement of specialized vehicles from fire and chemical stations (FCS) to centers of forest wildfires detected by means of satellites. The model uses spatially distributed data on the average speed of fire equipment for various types of roads (general and special use) and terrains. Based on the model, estimates of the time of movement of vehicles and the distance to fires were obtained. The routes to wildfires from the nearest FCS were included in a database with the information about the commute time (minutes) and distance (km); each route contains FCS attributes (coordinates, name) and a description of the forest wildfire (coordinates, date and time of registration).

This geodatabase is an integrated set of data on the location of fire and chemical stations (FCS), forest wildfires detected by satellite methods, and routes of ground movement of specialized equipment in between. The database can be used to choose the method of delivery of forces and means (ground-based/aerial) to wildfires, as well as maneuvering in high and extreme level wildfires in forests with limited resources of a Russian region. This will also expand the opportunities for interaction between different authorities and tenant holders of the local forest fund involved in extinguishing forest wildfires.

The geodatabase can become the framework for solving more complex management tasks, namely, assessing the time spent on the transfer of forces and means between the FCS, introducing additional limiting parameters for vehicle movement in and out of the city, interdistrict and interregional maneuvering with the involvement of fire extinguishing forces of neighboring subjects and federal forest wildfire departments of Russia.

The database of routes from FCS to wildfires allows for assessing and adjusting the boundaries between the zones of ground protection and aerial protection of forests, taking into account the temporary availability of the forest fund area on public and specialized roads (fire prevention roads, clearings), seasonal roads, etc.
